All other items do not have a specific time and will be heard at the discretion of the Board. If you wish to speak on any item that is on the agenda, you must sign in with the Clerk at the meeting.
1* Call to order; Roll call; Invocation; Pledge of Allegiance.
2 Public Comment. (All public comment will be limited to five minutes per individual).
3* For Possible Action: Approve/Deny minutes of the October 7, 2013 Regular Meeting.
4* For Possible Action: Approve/Deny Original and Renewed Business Licenses according to staff recommendations (an itemized list of business licenses is available for public review in the Building Department prior to the meeting).
6* For Possible Action: Approve/Deny vouchers (an itemized list of bills is available for public review at the county Auditor’s office prior to the meeting). A report of Cash Balances with any concerns will be received from the County Auditor.
7 Officer/Department Head Reports: Update will include meetings attended, actions taken, contacts made, project status, and future needs arising since last meeting.

13 Presentations and Discussion of possible Grant projects for the 2014 Community Development Block Grant.
14* For Possible Action: Discussion/Action regarding payment of the training costs for the K9 Officer until reimbursement can be obtained from the Justice Assistance Grant in the amount of $4,000.
15* For Possible Action: Discussion/Action regarding Western Elite Youth Fund donation request from the Alamo High School Rodeo Club.
16* For Possible Action: Discussion/Action regarding Western Elite Youth Fund donation request from Future Farmers of America.
17* For Possible Action: Discussion/Action contribution to land Management Task Force in the amount of $3,896.50 and the designation of what fund to use.
18* For Possible Action: Approve/Deny the payment of Nevada Association of Counties (NACo) dues in the amount of $450.00 and the designation of what fund to use.
19* For Possible Action: Approve/Deny the purchase of a new copy machine for the 3rd floor and determine the funding for the purchase.
20* For Possible Action: Approve an annual rate adjustment for fiscal year 2013-2014 to increase payments to Recology Crestline, Inc. by 6% to 12% as of October 1, 2013 and to increase the waste collection fees assessed to the residents accordingly.
21* For Possible Action: Discussion/Action regarding raising the Pioche Public Utilities (PPU)/Town power-water-sewer rates as recommended by the Pioche Town Board.
22* For Possible Action: Discussion/Action regarding a proposed PPU policy that would allow customers with two meters at one address to average their combined water use and reduce overage charges.
23* For Possible Action: Discussion/Action Battle Born Media proposes that Lincoln County commemorate Nevada’s Sesquicentennial with an advertisement in the Lincoln County Record’s special Sesquicentennial section that will come out on October 31. Prices range from a full page at $500 to 1/8 of a page at $100.
24* For Possible Action: Dr. Baughman is asking the Board to re-address the appointment to the Lincoln County Regional Development Authority, limiting it to one appointment instead of two.
25* For Possible Action: Approve/Deny a letter to the Nevada Department of Transportation (NDOT) supporting NDOT’s STUDY OF Intermountain West Corridors for the proposed Interstate 11 between Phoenix and Las Vegas and potentially extending north to Canada and south to Mexico.
26* For Possible Action: Renewal of the Interlocal Agreement between Lincoln County and Lincoln County-Coyote Springs Consolidated General Improvement District.
27* For Possible Action: Resolution updating Planning and Building Department fees.
28* For Possible Action: Approval of change order to extend contract with Basin Engineering Corporation for 1 year, to begin on July 1, 2013 and to expire on June 30, 2014 for County surveyor, civil engineering services and plotting of mining claims on County Base Maps due to contract expiration date being June 30, 2013.
29* For Possible Action: Discussion/Action review of the Proposals received for a new Telephone System for the Lincoln County Courthouse and related administrative buildings and award a contract to Contractor with the best proposal.
30 Discussion about obtaining title to Little Ash Springs from the Federal Government.
31* For Possible Acton: Ratifying changes to Chapter 2, 2.8-2.21 of the Personnel Policy and Discussion of Chapter 3, 3.1 thru 3.10.
32 Commissioners Reports: Update will include, meetings attended, actions taken, contacts made, project status, and future needs arising since last meeting.
