Note: Those items with a designated time will be heard at that time, or as soon thereafter as the Board can accommodate. All other items do not have a specific time and will be heard at the discretion of the Board. If you wish to speak on any item that is on the agenda, you must sign in with the Clerk at the meeting.
1* Call to order; Roll call; Invocation; Pledge of Allegiance.
2 Public Comment. (All public comment will be limited to five minutes per individual).
3* For Possible Action: Approve/Deny minutes of the October 21, 2013 Regular Meeting.
4* For Possible Action: Approve/Deny Tax Strike: Nicholas W. and Amber L. Pearson, APN 004-051-02, basement is not finished minimal finish, $18,481 Assessed.
5* For Possible Action: Approve/Deny Original and Renewed Business Licenses according to staff recommendations (an itemized list of business licenses is available for public review in the Building Department prior to the meeting).
6* For Possible Action: Approve/Deny vouchers (an itemized list of bills is available for public review at the county Auditor’s office prior to the meeting). A report of Cash Balances with any concerns will be received from the County Auditor.
7 Officer/Department Head Reports: Update will include meetings attended, actions taken, contacts made, project status, and future needs arising since last meeting.
8 Board of Highway Commissioners: Under Separate Agenda.
9* For Possible Action: Discuss the propriety of sending gas tax proceeds to the City of Caliente and possibly take action to fund projects in the city through other funds, such as ad valorem taxes, federal-in-lieu funds, etc.
10 Lincoln County Fire District: Under Separate Agenda.
11* For Possible Action: Discussion/Action request from Clint Moore to open the Weight Gym located in the Pioche Town Hall to the public for everyone to use.
12 Presentations and Discussion of possible Grant projects for the 2014 Community Development Block Grant (CDBG).
13* For Possible Action: Ranking of Grant projects for the 2014 CDBG proposals.
14* For Possible Action: Public Hearing/Approval and Signing of a Resolution to authorize a medium term obligation for the purchase of 3 patrol/detention vehicles not to exceed $90,000.00 for 36 months.
15* For Possible Action: Approve/Deny the signing of lease documents for new Patrol/Detention vehicles.
16* For Possible Action: Formulate terms for an offer to purchase a portion of the property owned by Mathias and [wife?] Blood in Pioche for flood control purposes. Terms may include property description, area, price, dates for closing, and other relevant terms. The Board may also designate a fund for payment of the purchase price in the event the offer is accepted.
17* For possible action: Approve an amendment to the Lincoln County Law Enforcement collective bargaining agreement for the 2012-13 and 2013-14 fiscal years.
18* For Possible Action: Approve/Deny Commissioner Phillips request to travel to Washington DC on November 18-20, 2013 for the Technical Review Board on Yucca Mountain Issues and to make congressional visits regarding Lincoln County Land Act Amendments. This trip would be funded by the Nuclear Waste Project Office.
19* For Possible Action: Discussion/Action Collaboration with Eureka and White Pine Counties to host the 2014 Nevada Association of County Offices (NACO) Annual Conference.
20* For Possible Action: Discussion/Action approval of contract for iTech of Las Vegas for the telephone system previously approved by the Board through a Request for Proposal (RFP).
21* For Possible Action: Discussion/Action letter to Senators Heller and Reid regarding Conservation of Greater Sage Grouse in Lincoln County, Nevada.
22* For Possible Action: Discussion/Action Appointment of Person(s) to represent Lincoln County in the Nuclear Regulatory Commission Licensing proceedings for the Yucca Mountain Project.
23* For Possible Action: Discussion/Action on Memorandum of Agreement between Lincoln County and Lincoln County Regional Development Authority regarding monitoring and participation in Bureau of Land Management’s development of a Regional Mitigation Plan and Bounded Environmental Assessment for the Dry Lake Valley North Solar Energy Zone.
24* For Possible Acton: Ratifying changes to Chapter 2, 2.8-2.21 of the Personnel Policy and Discussion of Chapter 3, 3.1 thru 3.10.
25 Commissioners Reports: Update will include, meetings attended, actions taken, contacts made, project status, and future needs arising since last meeting.
