Note: Those items with a designated time will be heard at that time, or as soon thereafter as the Board can accommodate. All other items do not have a specific time and will be heard at the discretion of the Board. If you wish to speak on any item that is on the agenda, you must sign in with the Clerk at the meeting.
1* Call to order; Roll call; Invocation; Pledge of Allegiance.
2 Public Comment. (All public comment will be limited to five minutes per individual).
3* For Possible Action: Approve/Deny minutes of the November 18, 2013 Regular Meeting.
4* For Possible Action: Approve/Deny Original and Renewed Business Licenses according to staff recommendations (an itemized list of business licenses is available for public review in the Building Department prior to the meeting).
5* For Possible Action: Approve/Deny vouchers (an itemized list of bills is available for public review at the county Auditor’s office prior to the meeting). A report of Cash Balances with any concerns will be received from the County Auditor.
6 Officer/Department Head Reports: Update will include meetings attended, actions taken, contacts made, project status, and future needs arising since last meeting.
7 Board of Highway Commissioners: Under Separate Agenda.
8 Lincoln County Fire District: Under Separate Agenda.
9* For Possible Action: Pursuant to NRS 350.089, approval letter of Medium-term obligation for three Patrol/Detention vehicles in the amount of $90,000, read into the minutes.
10* For Possible Action: Approve/Deny the closure of SR318 through Lincoln County on May 18, 2014 and September 21, 2014 for the Silver State Classic Challenge.
11 Presentation from Amy Lavoie, Refuge Manager, Pahranagat National Wildlife Refuge on the proposed visitor center and a few other projects at the Pahranagat National Wildlife Refuge.
12* For Possible Action: Discussion/Action approval of Tri-County Weed promoting John Ashworth from a Spray I at $16.45 an hour to a Spray II at $18.72 an hour.
13* For Possible Action: Approve/Deny Tri-County Weed buying 3 months of Public Employees Retirement System (PERS) for Clayton Henroid.
14* For Possible Action: Discussion/Action addressing the Western Elite Youth Fund distribution process and/or returning of the fund to Western Elite to dispense of the funds.
15* For Possible Action: Discussion/Action clarification and approval of contract for iTech of Las Vegas for the telephone system previously approved by the Board through a Request for Proposal (RFP).
16* For Possible Action: Discussion/Action regarding signing the Record of Negotiations letter for submission to the Federal Aviation Administration for the airport Layout Plan update.
17 Landfill Committee Update.
18* For Possible Action: Discussion/Action Establish standardized mandatory rules and regulations for any solid waste landfill, transfer station, drop station, or collection service operating in Lincoln County. These rules and regulations may include tipping fees, host fees, and other permit fees.
19* For Possible Action: Discussion/Action comment letter to Bureau of Land Management (BLM) re: Dry Lake North Solar Energy Zone mitigation planning, located within Ely Springs Cattle allotment.
20 Commissioners Reports: Update will include, meetings attended, actions taken, contacts made, project status, and future needs arising since last meeting.
21 Public Comment. (All public comment will be limited to five minutes per individual).
