1* Call to order; Roll call; Invocation; Pledge of Allegiance.

2 Public Comment. (All public comment will be limited to five minutes per individual).

3* For Possible Action: Approve/Deny minutes of the December 16, 2013 Regular Meeting.

4* For Possible Action: Approve/Deny the reappointment of - John Crosthwaite and Robin Simmers to the Fair & Recreation Board; Stana Hurlburt to the Regional Transportation Committee; William T. 9 Update and Presentation from Ken Brown, Western Counties Alliance on Public Land Issues.

11* For Possible Action: Discussion/Action purchasing of 30 Automatic External Defibrillators (AED) Batteries and pads for not more than $10,000.00 and the designation of a fund for payment.

12 Liquor Board Meeting: Under Separate Agenda.

13* For Possible Action: Presentation by Natural Channel Design, Inc., on the result from the Meadow Valley Wash River Study with recommendations regarding flood and erosion prevention. This study was conducted for the Meadow Valley Wash Technical Review Team as directed by the Lincoln County Coordinated Resource Management Steering Committee.

15 Update from Mark Sullivan with NV Energy lands on the ON Line project.

16* For Possible Action: Approve/Deny the appointment of Tyler Free to the Panaca Town Board.

17* For Possible Action: Approve/Deny the special assessment for Pahranagat Lake and its Tributaries/Ash springs in the amount of $24,936.86.

18* For Possible Action: Approve/Deny special assessment for Pahranagat Lake and its Tributaries in the amount of $20,332.93.

19* For Possible Action: Approve/Deny the Zero Tolerance Drug and Alcohol Testing Policy for Lincoln County Transportation.

20* For Possible Action: Discussion/Action regarding signing the Lincoln County, Nevada 2014 Extraordinary Circumstances Form Letter to the Federal Aviation Administration (FAA) to accompany the Categorical Exclusions for various actions projects at the Alamo Landing Field and the Lincoln County Airport in Panaca.

21* For Possible Action: Discussion/Action a Resolution augmenting the Lincoln County Land Act of 2000 special revenue fund with the increase from possessory use taxes obtained from the federal government.

22* For Possible Action: Discussion/Action participation in an application for grant funding in the amount of $600,000 to the US Environmental Protection Agency for a Brownfields Coalition Assessment grant to conduct Environmental Site Assessments and area-wide planning in support of renewable energy, transmission and economic development in the vicinity of identified Brownfields sites and to authorize the chairman to sign a letter of commitment for submission with the application. This is a continuation of the rural desert Southwest Brownfields coalition grant approved by the Board as a Memorandum of Understanding in 2011.

23* For Possible Action: Discussion/Action on the letter received from the Division of Water Resources concerning the special assessment levy on all taxable property within the confines of the Lake Valley Groundwater Basin for the Fiscal Year July 1, 2014 to June 30, 2015. The amount of $7,766.73 will be required for the payment.

24* For Possible Action: Approve/Deny a Resolution replacing the 2012 International Energy Conservation Code with the 2009 International Energy Conservation code to be included under title 11 of the Lincoln County Code.

25* For Possible Action: Discussion/Action a letter of request for disposal of Bureau of Land Management (BLM) managed land located within Lincoln County per Lincoln County Conservation Recreation Development Act (LCCRDA) and the BLM Ely District Resource Management Plan (RMP), 2008. This proposal represents an addendum and modification to previously submitted acreage in 2011 and 2013. Proposed acreage is in the immediate vicinity of Alamo, Panaca, and Pioche. Total requested acreage is approximately 359.

26* For Possible Action: Discussion/Action pertaining to a plan of action to provide adequate help and addressing of salaried employees workload and help for taking of vacation time accrued.

27 Commissioners Reports: Update will include, meetings attended, actions taken, contacts made, project status, and future needs arising since last meeting.

28 Public Comment. (All public comment will be limited to five minutes per individual).

29* Adjourn.
