Note: Those items with a designated time will be heard at that time, or as soon thereafter as the Board can accommodate. All other items do not have a specific time and will be heard at the discretion of the Board. If you wish to speak on any item that is on the agenda, you must sign in with the Clerk at the meeting.

9:00 am

1* Call to order; Roll call; Invocation; Pledge of Allegiance.

2 Public Comment. (All public comment will be limited to five minutes per individual).

CONSENT AGENDA

3* For Possible Action: Approve minutes of the January 21, 2014 Board meeting.

4* For Possible Action: Approve Original and Renewed Business Licenses according to staff recommendations (an itemized list of business licenses is available for public review in the Building Department prior to the meeting).

REGULAR BUSINESS

5* For Possible Action: Approve vouchers (an itemized list of bills is available for public review at the county Auditor’s office prior to the meeting). A report of Cash balances with any concerns will be received from the County Auditor.

6 Officer/Department Head Reports: Update will include meetings attended, actions taken, contacts made, project status, and future needs arising since last meeting.

7 Board of Highway Commissioners: Under Separate Agenda.

8 Lincoln County Fire District: Under Separate Agenda.

9* For Possible Action: Approve a Resolution to Augment the 2013-2014 China Springs Fund Budget in the amount of $8,158.

10* For Possible Action: Request from the Panaca Sesquicentennial Committee for $10,000 to update the front of the Panaca Town Hall.

11:00 am

11 Update from Jason Bleak on the Lincoln County Hospital District.

12* For Possible Action: Approve invoices for Michael Solender, expert in the Hardy vs. Lincoln County and the City of Caliente arbitration and designate fund from which to pay current and future invoices..

13* For Possible Action: Accept the resignation of Vern Holaday from the Fair and Rec/Room Tax Board.

14* For Possible Action: Appoint Dawn Smith from Cowboys Dream to fill the vacancy on the Fair and Rec/Room Tax Board.

15 Closed Meeting pursuant to NRS 241.030 to consider the professional competence (performance review) of Connie Simpkins, coordinator Lincoln County Nuclear Oversight Program.

16* For Possible Action: Retain Bret Whipple, Attorney, as Lincoln County designee before Nuclear Regulatory Commission (NRC) and related Atomic Safety and Licensing Board (ASLB) hearings and associated meetings and document preparation.

17* For Possible Action: Approve comment letter to the Bureau of Land Management regarding the preliminary environmental assessment for the Atlanta Mine Project proposed by Meadow Valley Gold. The proposed project includes further exploratory drilling in the Atlanta Mine area.

18* For Possible Action: Approve a comment letter to the Bureau of Land Management regarding the preliminary environmental assessment for the Gold Springs Exploration Project proposed by Gold Springs, LLC. The proposed project includes further exploratory drilling in the Gold Springs area.

19* For Possible Action: Approve fund and payment for the Annual Dam Storage Fee for the Hollinger Debris Basin in the amount of $992.50.

20* For Possible Action: Approve funding and payment to Vanguard pest and Weed Control for annual weed maintenance on the Panaca Shared Use Path in the amount of $400.00.

21* For Possible Action: Approve signing of the application to the Federal Aviation Administration (FAA) for projects at the Lincoln County Airport in Panaca.

22* For Possible Action: Action regarding signing the application to the FAA for projects at the Alamo Landing Field.

23* For Possible Action: Direction and/or Policy for Lincoln County pertaining to the recording of phone calls.

24 Commissioners Reports: Update will include, meetings attended, actions taken, contacts made, project status, and future needs arising since last meeting.

25 Public Comment. (All public comment will be limited to five minutes per individual).

26* Adjourn.
