Note: Those items with a designated time will be heard at that time, or as soon thereafter as the Board can accommodate. All other items do not have a specific time and will be heard at the discretion of the Board. If you wish to speak on any item that is on the agenda, you must sign in with the Clerk at the meeting.
1* Call to order; Roll call; Invocation; Pledge of Allegiance.
2 Public Comment. (All public comment will be limited to five minutes per individual).
3* For Possible Action: Approve minutes of the March 3, 2014 and March 17, 2014 Regular Board Meetings.
4* For Possible Action: Approve Original and Renewed Business Licenses according to staff recommendations (an itemized list of business licenses is available for public review in the Building Department prior to the meeting).
5* For Possible Action: Approve vouchers (an itemized list of bills is available for public review at the county Auditor’s office prior to the meeting). A report of Cash balances with any concerns will be received from the County Auditor.
6 Officer/Department Head Reports: Update will include meetings attended, actions taken, contacts made, project status, and future needs arising since last meeting.
7 For Possible Action: Request from Pahranagat Valley High School for a donation of $800 from the Western elite Youth Fund for Grad Night activities.
8 Board of Highway Commissioners: Under Separate Agenda.
9 Lincoln County Fire District: Under Separate Agenda.
10* Public Hearing: Agreement between Lincoln County and Lincoln County Water District for lease of space in the PanacaTown Center.
11* Liquor Board Meeting: Under Separate Agenda
12* Public Hearing: Approval of a Resolution to augment the 2013-2014 District Court Specialty Court Fund in the amount of $29,936, $25,936 larger than anticipated Beginning fund balance and $4,000 Revenue larger than anticipated.
13 Report from Holly Gatzke with the Lincoln County Extension Office on the 2013 activities and this year’s plans.
14* For Possible Action: Proposal to Declare May 8, 2014 as University of Nevada Cooperative Extension Day in Lincoln County.
15 Report from the Alamo Non-Profit Coalition for Little Ash on the transfer from Bureau of Land Management (BLM) to Lincoln County.
16 Update and Report from BLM on Ash Springs, Land Sales, Mountain Bike Trails, Solar Mitigation.
17* For Possible Action: Payment to Nevada Association of Counties (NACO) in the amount of $13,612.00 for annual dues
18* Quarterly Jail Tour
19* For Possible Action: Any And All Action Necessary to Prepare FY2014-2015 Budget.
19a-Request from John Crosthwait to hire a Director of Tourism and Supervisor of Fairgrounds.
20* For Possible Action: Position modification for Tayler Reifsnyder with Pioche Public Utilities (PPU), going from part time to a full time position.
21* For Possible Action: Hiring of the part time summer laborer(s) and Assistant Pool Manager for PPU.
22 Discussion of current status of the County 911 system.
23* For Possible Action: Identification of a funding source for repairs/replacement of the 911 system.
24* For Possible Action: Signing of the Revised Grant Award for the Pahranagat Valley Senior Center in the amount of $146,996.23 to reflect the de-obligation amount of $3.77 and close out the award.
25* For Possible Action: Payment of the Human Services Director salary out of Transportation.
26* For Possible Action: Signing the Office of Criminal Justice Grant application in the amount of $10,460 for Technology Improvements.
27* For Possible Action: signing the 2015 Welfare Set-Aside Agreement not to exceed $4,000.
28* For Possible Action: Report on trustee Auction and Acceptance of submittal of affidavit of Publication of Notice of Sale and Return of Sale.
29* For Possible Action: Refund to Steve Culverwell for County billed landfill charges from 1998 to current. Mr. Culverwell has been paying both Lincoln County and the City of Caliente for landfill.
30* For Possible Action: Approval of contract with Mesquite Electric, LLC in the amount of $127,650 for installation of the HVAC system in the Panaca Town Center.
31* For Possible Action: Request for additional funds for renovation of the Panaca Town Center.
32* For Possible Action: Approval of the Canidae Tap It Silver State 300 presented by Best in the Desert scheduled for May 3, 2014. The pre-event fun run is scheduled for April 19 and 20, 2014
33* For Possible Action: A Resolution Supporting the Display of the National Motto “In God We Trust” in the County Commission Chambers in a prominent location above the Seal.
34* For Possible Action: Discussion concerning having “In God We Trust” scripted onto the wall of the Commission Chamber wall.
35 Commissioners Reports: Update will include, meetings attended, actions taken, contacts made, project status, and future needs arising since last meeting.
