All other items do not have a specific time and will be heard at the discretion of the Board. If you wish to speak on any item that is on the agenda, you must sign in with the Clerk at the meeting.
1* Call to order; Roll call; Invocation; Pledge of Allegiance.
2 Public Comment. (All public comment will be limited to five minutes per individual).
3* For Possible Action: Approve minutes of the April 7, 2014 Regular Board Meeting.
4* For Possible Action: Approve Original and Renewed Business Licenses according to staff recommendations (an itemized list of business licenses is available for public review in the Building Department prior to the meeting).
5* For Possible Action: Approve vouchers (an itemized list of bills is available for public review at the county Auditor’s office prior to the meeting). A report of Cash balances with any concerns will be received from the County Auditor.
6 Officer/Department Head Reports: Update will include meetings attended, actions taken, contacts made, project status, and future needs arising since last meeting.
7 Board of Highway Commissioners: Under Separate Agenda.
8 Lincoln County Fire District: Under Separate Agenda.

11* For Possible Action: Possible augmentation of the Sheriff’s Office budget for repair/replacement of the E911 system.
12* For Possible Action: Discussion of a flooding problem on Edwards Street in Panaca.
13* For Possible Action: Updated presentation for use of Western Elite Youth Funds for the outdoor movie theater in the approximate amount of $12,500.
14 Update from Robert Little with the Noxious Weed Program on noxious weed control statewide and County efforts.
15* For Possible Action: Designation of a representative for the Home Land Security Working Group.
16* For Possible Action: Discussion/Action: Designation of auditor or auditing firm for the 2013-2014 budget years as required by NRS 354.624.
17* For Possible Action: Discussion per NRS 361.5648, an Affidavit of Mailing for Delinquent Taxes, showing how many Delinquent Notices were mailed out.
18* For Possible Action: Payment of the Human Services Director salary out of Nutrition.
19* For Possible Action: Request for additional funds in the amount of $75,000 for renovation of the Panaca Town Center. Funds would be utilized to address ADA compliancy for access and restroom renovation, in addition to other necessary upgrades to the facility.
20* For Possible Action: Introduction and setting of a public hearing date for an Ordinance to Approve a Development Agreement and Conceptual Plan for the development of Parcel “C” in the Toquop Planning Area.
21* For Possible Action: Introduction and setting of a public hearing date for an Ordinance to approve a Tier 1 Development Agreement and Conceptual Plan for the development of Mesa Vista in the Toquop Planning Area.
22* For Possible Action: Revision or approval of Joint City County Impact Alleviation Committee recommended budget for Oversight Program for the next two fiscal years 2014-2015 and 2015-2016.
23* For Possible Action: The Grants Department requests that the Grants Policy be followed requiring full accountability documentation before and after issuance of Interlocal Grant Funds.
24* For Possible Acton: Ratifying changes to Chapter 2, 2.8-2.21 of the Personnel Policy and Discussion of Chapter 3, 3.1 thru 3.10.
25* For Possible Action: Appointment of a Committee to work with the Bureau of Land Management on the Ash Springs Area.
