All other items do not have a specific time and will be heard at the discretion of the Board. If you wish to speak on any item that is on the agenda, you must sign in with the Clerk at the meeting.

1* Call to order; Roll call; Invocation; Pledge of Allegiance.

2 Public Comment. (All public comment will be limited to five minutes per individual).

CONSENT AGENDA

3* For Possible Action: Approve minutes of the April 21, 2014 Regular Board Meeting and April 28, 2014 Budget Meeting.

4* For Possible Action: Approve Original and Renewed Business Licenses according to staff recommendations (an itemized list of business licenses is available for public review in the Building Department prior to the meeting).

REGULAR BUSINESS

5* For Possible Action: Approve vouchers (an itemized list of bills is available for public review at the county Auditor’s office prior to the meeting). A report of Cash balances with any concerns will be received from the County Auditor.

6 Officer/Department Head Reports: Update will include meetings attended, actions taken, contacts made, project status, and future needs arising since last meeting.

8 Lincoln County Fire District: Under Separate Agenda.

9* For Possible Action: A Public Hearing on the proposed budget and tax rates for Fiscal Year (FY) 2014-2015.

10* For Possible Action: Approve the transfer of funds from the Federal In Lieu Tax Special Revenue Fund to the Building Department in the amount of $40,000.

11* For Possible Action: Approve the transfer of funds from the Federal In Lieu Tax Special Revenue Fund to the Agricultural Extension in the amount of $10,000.

12* For Possible Action: Approve the transfer of funds from the Federal In Lieu Tax Special Revenue Fund to the Detention Center in the amount of $60,020.

13* For Possible Action: Discussion/Action concerning the funding of the E911 system, either by a tax or a fee through the phone land lines.

14* For Possible Action: Adopt policy regarding pass-through grants in which contractors perform work on property owned by third parties and for which the County has no direct ownership interest.

15* For Possible Action: Introduce and establish a hearing date for an Ordinance that either prohibits licenses and permits for businesses that sell medicinal marijuana or establishes a six month moratorium on licenses and permits for businesses that sell medicinal marijuana.

16* For Possible Action: Use of Grant Match funding, up to $9,000, for the Echo Canyon Campground

17 Nuclear Oversight Program Update. Update will include, meetings attended, actions taken, contacts made, project status, and future needs arising since last meeting.

18* For Possible Action: Submittal of written comments concerning the US Environmental Protection Agency and US Army Corps of Engineers proposed rule – Definition of Waters of the US Under the Clean Water Act.

19* For Possible Action: Possible adoption of 2013 Annual Report: Lincoln County comprehensive Economic Development Strategy and authorization to Submit the 2013 Annual Report to the US Economic Development Administration.

20* For Possible Action: Public Hearing for an Ordinance to Approve a Development Agreement and Conceptual Plan for the development of Parcel “C” in the Toquop Planning Area.

21* For Possible Action: Public Hearing for an Ordinance to approve a Tier 1 Development Agreement and Conceptual Plan for the development of Mesa Vista in the Toquop Planning Area.

22* For Possible Action: Request from Lincoln County High School Rodeo Club to use the Lincoln County Fairgrounds on May 15-16, 2014 for their rodeo and allow contestants and their families to camp at the fairgrounds.

23* For Possible Action: Review and approve Preliminary AB227 Task Force report.

24* For Possible Acton: Ratifying changes to Chapter 2, 2.8-2.21 of the Personnel Policy and Discussion of Chapter 3, 3.1 thru 3.10.

25 Commissioners Reports: Update will include, meetings attended, actions taken, contacts made, project status, and future needs arising since last meeting.

26 Public Comment. (All public comment will be limited to five minutes per individual).
