Note: Those items with a designated time will be heard at that time, or as soon thereafter as the Board can accommodate. All other items do not have a specific time and will be heard at the discretion of the Board. If you wish to speak on any item that is on the agenda, you must sign in with the Clerk at the meeting.

1* Call to order; Roll call; Invocation; Pledge of Allegiance.

2 Public Comment. (All public comment will be limited to five minutes per individual).

CONSENT AGENDA

3* For Possible Action: Approve minutes of the May 5, 2014 Regular Board Meeting and May 12, 2014 Budget Meeting.

4* For Possible Action: Approve Original and Renewed Business Licenses according to staff recommendations (an itemized list of business licenses is available for public review in the Building Department prior to the meeting).

REGULAR BUSINESS

5* For Possible Action: Approve vouchers (an itemized list of bills is available for public review at the county Auditor’s office prior to the meeting). A report of Cash balances with any concerns will be received from the County Auditor.

6 Officer/Department Head Reports: Update will include meetings attended, actions taken, contacts made, project status, and future needs arising since last meeting.

7 Board of Highway Commissioners: Under Separate Agenda.

8* For Possible Action: Permission for Lincoln County Human Services to move a Homemaker to a Driver’s position and Advertise/Hire 2 Homemakers, one for Panaca/Caliente and one for Alamo.

9* For Possible Action: Appointment of members to the Panaca Senior Board and discussion of issues involving the Panaca Senior Center building.

10* For Possible Action: Public Hearing and adoption of the FY 2014-2015 budget for the Lincoln County Habitat Conservation District.

11* For Possible Action: Approval and Signing of the Fiscal Year (FY) 2015 United We Stand grant application not to exceed $30,000.

12* For Possible Action: Change Order #1 on the Echo Canyon Campground project for JNJ Engineering Construction, Inc., in the amount of $35,172.78.

13* For Possible Action: Signing of the United States Fish and Wildlife Service (USFWS) Agreements for the Pahranagat Valley Drain Enhancements project. Funding will consist of $25,000 from USFWS and $44,065 from Nevada Department of Wildlife.

14* For Possible Action: Public Hearing for an Ordinance to Approve a Development Agreement and Conceptual Plan for the development of Parcel “C” in the Toquop Planning Area.

15* For Possible Action: Public Hearing for an Ordinance to approve a Tier 1 Development Agreement and Conceptual Plan for the development of Mesa Vista in the Toquop Planning Area.

16* For Possible Action: Discussion concerning the Planning Department’s cash/budget shortfall and determining how to resolve the issue.

17* For Possible Action: A Resolution setting a Salary Scale for the office of Justice of the Peace in Lincoln County.

20 Coyote Springs General Improvement District: Under Separate Agenda

21* For Possible Action: Public Hearing and adoption of the FY 2014-2015 budget for Lincoln County, Lincoln County Regional Transportation Committee and the Towns of Pioche, Panaca, and Alamo.

22* For Possible Action: Possible adoption of 2013 Annual Report: Lincoln County comprehensive Economic Development Strategy and authorization to Submit the 2013 Annual Report to the US Economic Development Administration.

23* For Possible Acton: Discussion of Chapter 2 thru 2.5 of the proposed Personnel Policy sent out by Daniel Hooge.

24 Commissioners Reports: Update will include, meetings attended, actions taken, contacts made, project status, and future needs arising since last meeting.

25 Public Comment. (All public comment will be limited to five minutes per individual).

26* Adjourn.
