PROCEEDINGS OF THE BOARD OF LINCOLN COUNTY FIRE PROTECTION DISTRICT TRUSTEES,
IN AND FOR THE COUNTY OF LINCOLN, STATE OF NEVADA
February 17, 2009
#1-CALL TO ORDER/ROLL CALL
The Board met in regular session with Chairman Paul Mathews calling the meeting to order at 11:21. Clerk Lisa Lloyd called the roll with Trustees Tommy Rowe, Paul Mathews, Ronda Hornbeck, and Bill Lloyd being present. There is a quorum and the agenda was posted on 2-10-09 to comply with the open meeting law. Fire Chief Rick Stever is present.
Ronda made a motion to approve the January 20, 2009 minutes; seconded by Tommy. All voted in favor.
#3-FIRE CHIEF UPDATE
Rick Stever advised that there were no fires outside of the existing fire districts.
Ronda has spoken with Connie Spangemacher at the Department of Taxation. Connie sent a list of what the state requires for determination of the tax rate. Ronda continues to work on gathering the necessary information.
#5-AGREEMENTS WITH OTHER FIRE DISTRICTS
This item has been turned over to the DA’s office, but Rick hasn’t heard anything from them yet. Rick met with the other fire districts and has a verbal agreement. Rick met with the existing fire district chiefs in Alamo. There is quite a bit of concern about the mutual aid agreement. The fire chiefs would like to have the opportunity to offer input for the agreements. Rick has mentioned this to Deputy DA Daniel Hooge. There was quite a bit of discussion about financing and what the county is willing to do as far as reimbursement for calls outside of their districts. It won’t be known until July what revenues may be for the district. Tax revenues won’t be coming in until September or October. Bill advised that when the tax rate is set it will hurt Caliente, who is maxed out. It will either have to be taken out of our own funds or subtracted from Caliente. Tommy cited that any decrease to Caliente’s budget will be detrimental. Bill cited that taking $.15 off of the county’s budget, too, will wreak havoc for the county.
There is some discussion concerning Rick attending the BLM meeting in Carson City next week re: wild land fire cost sharing; informational meeting only. It is agreed that Rick should go and he will travel to Carson with Harry Birkmier of the Panaca Fire District. Tommy believes that there will be quite a fire hazard this year based on the amount of grass growing, similar to 2005. Rick has been told that the fire departments can contact the camps directly to get fire suppression support. Rick will work on getting something in place with NDF to address this issue.
There being no further business for the Board to attend to, Ronda made a motion adjourn the meeting at 11:32; seconded by Tommy. All voted in favor.
