#1-CALL TO ORDER/ROLL CALL
Chairman Tommy Rowe called the meeting to order at 11:01 a.m.

There is a quorum and the agenda was posted on 8-9-11 to comply with the open meeting law.
Ed discussed incident commanders and asked if Rick is the commander during incidents. The situation dictates who the commander is; if the incident is on the highway, it is the responsibility of the Highway Patrol. If extrication or a fire is involved then the fire departments are in control until the task is completed. It can be confusing, and as things develop and change reorganization takes place.
Paul M. made a motion to approve the July 18 and August 1 minutes; seconded by Kevin. All voted in favor.
#4-FIRE CHIEF UPDATE
Rick reported he has been working on getting a radio in the new pumper received from the BLM. Local personnel are programming the radio with the correct frequencies. There was a fair amount of lightening on August 2-3. LCFD assisted BLM with lightening strikes on Aug 3, including one on Mt. Wilson and one in Eagle Valley.
Kevin made a motion to approve the vouchers with the exception of the one for Mountain Mercantile; seconded by Ed. All voted in favor. Ed made a motion to approve the voucher for Mountain Mercantile; seconded by Paul M. Kevin disclosed that he is part owner of Mountain Merc and he abstains from the vote and discussion. Motion carries.
#6-MUTUAL AID PERSONNEL
Rick referred to the mutual aid bill from Pahranagat Valley, who compensate their personnel with a $5 gas card when they respond to an incident. Rick had two volunteers from Pioche Fire Department assist him with the wildland fires on 8-3. Rick began to think about what the consequences would be if others weren’t willing to assist. County apparatus was used, but these men took the time to assist. The compensation would be for the individuals for contributing their time. Any call in PV results in the volunteer receiving a $5 gas card. Tommy suggested that this is an issue that should be brought up with the fire chiefs. Volunteerism is reduced, and Rick feels this would be a great incentive. The Board agreed that Rick should coordinate this with the fire chiefs. Tommy asked why a gas card and not just a $5 payment. It could result in tax issues. The gas card eliminates problems. No action is taken and Rick will address this at the next chiefs’ meeting.
Tommy called for public comment. None offered.
There being no further business for the Board to attend, Tommy adjourned the meeting at 11:15.
