#1-CALL TO ORDER/ROLL CALL

Chairman Tommy Rowe called the meeting to order at 10:12 a.m.

There is a quorum and the agenda was posted on 1-31-12 to comply with the open meeting law.

#2-PUBLIC COMMENT

Tommy called for public comment. None offered.

#3-MINUTES

Kevin made a motion to approve the January 3, 2012 and January 17, 2012 minutes; seconded by Ed. All voted in favor.

#4-FIRE CHIEF UPDATE

Rick reported that in 2011 there were 12 fires, 11 of which were wildland, 7 EMS calls, and 20 vehicle accidents. Caliente responded to 7 of the accidents, three of which involved fires.

#5-VOUCHERS

Kevin made a motion to approve the vouchers; seconded by Paul M. All voted in favor.

#6-EMERGENCY VEHICLE DRIVER TRAINING

Registration fee for the class is $499, not including per diem. Paul M. made a motion to approve Rick’s attendance at the Emergency Vehicle Driver Training, Instructor Level, in Fernley, NV March 2-3; seconded by Kevin. All voted in favor.

#7-WILD LAND PUMPER TRUCK

Paul M. made a motion to approve the painting of the wild land pumper truck; seconded by Paul D. All voted in favor.

#8-VOLUNTEER INCENTIVES

Rick advised that it is becoming more and more difficult to get volunteers. Rural departments are operated by volunteers. There is a need to make it more worthwhile for people to volunteer. In some areas, volunteers have been given a break on property taxes. If there was an incentive, it might help with getting more people involved in fire/ambulance. The state is receptive to the idea of counties paying in to the retirement system. There is some discussion about the costs to pay retirement and what type of benefit the retiree would receive; Rick will work out figures for this. Sheriff Kerry Lee suggested that a figure be derived for participation rate (amount of calls they respond to). No action was taken on this item as Rick and Kerry will gather more information for consideration at a future meeting.

Tommy called for public comment. None offered.

#10-ADJOURN

There being no further business for the Board to attend, Tommy adjourned the meeting at 10:29.
