Chairman Tommy Rowe called the meeting to order at 10:06 a.m.

There is a quorum and the agenda was posted on 8-28-12 to comply with the open meeting law.


Tommy called for public comment. None offered.


Paul D. made a motion to approve the minutes; seconded by Kevin. All voted in favor.


Rick reported that he received a phone call that Atlanta Farms is burning a field.


There were no bills for approval.


This item is a continuation from last meeting. Rick is requesting reimbursement for individuals responding to fires. Rick presented fees from the mutual aid agreement with BLM. Rick requested more information on status of his job title; he provided a copy of his job description to Recorder/Auditor Leslie Boucher concerning when he was hired as Emergency Management Coordinator. Leslie has sent the information to POOL/PACT and is awaiting a response as to how the fees will work with regards to reimbursing Rick. The reimbursement payment will come to the county then the county will disburse the funds to the individuals who earned it. Paul D. stated that LCFD collects hundreds of thousands of dollars, but Rick’s entire income is paid by Emergency Management. Rick has built a proposal for a paid position into the fire budget, but no action has been taken on it. Emergency Management funds are slowly being reduced and there are more and more stipulations/requirements on what has to be done to qualify for the grants. In the past, Rick’s salary and 5% of the Grants Administrator’s salary have been paid through EM. There are several online courses that have to be taken in order to qualify for the funds. The county may have to consider finding another funding source for the Grants Administrator to do the paperwork for the grants. If approved, this will allow Rick to pay whoever goes on the truck with Rick. Once Leslie receives an answer, it will be determined how Rick is to be reimbursed. If Rick is involved in EM, then this reimbursement would allow for someone else to respond to BLM’s aid. Anyone else who comes with the truck will be paid directly by BLM, but when BLM takes our truck and Rick then the funds will be paid to the county. Leslie will then figure out how to compensate Rick without paying him for hours that are covered by his salary. Paul M. made a motion to adopt the department rate schedule presented by the BLM as the schedule that will be used to pay volunteers for LCFD when they’re working under BLM contract with our equipment; seconded by Paul D. All voted in favor.

There being no further business for the Board to attend, Tommy adjourned the meeting at 10:23 a.m.
