#1-CALL TO ORDER/ROLL CALL

Chairman Ed Higbee called the meeting to order at 11:16 a.m.

There is a quorum and the agenda was posted on 12-28-12 to comply with the open meeting law.

#2-PUBLIC COMMENT

Ed called for public comment. None offered.

#3-MINUTES

Paul D. made a motion to approve the minutes; seconded by Paul M. All voted in favor.

#4-FIRE CHIEF UPDATE

Rick Stever reported that several months ago he requested approval to purchase fire apparatus for rural areas.
It was approved and an agreement has been reached. The apparatus is in Henderson at Fire Trucks Unlimited
being brought to spec. Rick will travel to Henderson to look at the equipment. The vehicle is used.

#5-VOUCHERS

Paul M. made a motion to approve the vouchers; seconded by Kevin. All voted in favor.

#6-TRAINING ATTENDANCE

Paul D. made a motion to approve Rick’s attendance at Training and Overview of Critical Incident Stress
Management Peer and Group Support for Agency Administrators and Fire and Aviation Managers in
Reno; seconded by Adam. All voted in favor.

#7-BUREAU OF LAND MANAGEMENT

Adam made a motion to approve the mutual aid agreement with Bureau of Land Management; seconded
by Paul D. All voted in favor.

#8-PUBLIC COMMENT

Ed called for public comment. Paul M. has met with Rick several times based on Rick’s attendance to BLM fires
with the water tender. The issue of compensation was discussed. Rick holds the Emergency Manager position
as well as LCFD Fire Chief. After discussing the compensation at length, it was decided that as long as Rick is a salaried position he really can’t be compensated for the extra hours as it gets messy. At some point, this issue needs to be put on an agenda for a full Board discussion. Paul M. suggested that more of Rick’s wages need to be shifted towards LCFD and Emergency Management funds can be used to get Rick an assistant. It would be more appropriate to pay Rick through the fire fund and EM be shifted around.

There being no further business for the Board to attend, Ed adjourned the meeting at 11:33 a.m.
