Chairman Ed Higbee called the meeting to order at 11:53 a.m.

There is a quorum and the agenda was posted on 8-27-13 to comply with the open meeting law.


Ed called for public comment. None offered.


There were no minutes for approval.


Rick Stever reported that there have been no fires but there were a lot of lightning strikes and rain. Rick has a combination vehicle, used by Emergency Management/LC Fire District, that’s experiencing problems. Water got in somehow and it isn’t running. The vehicle needs to go to a dealership to be fixed. Rick can try to get it on a trailer and haul it over; it should still be under warranty. Under warranty the dealership should tow it. Ed asked if the county mechanic could look at it. It was unknown if the Road Department mechanic could assess the problem. Rick will call Ford to see what can be done. Rick has been working on the Mt. Wilson building along with several citizens who’ve put in time; he hasn’t received a bill from anyone yet. The work is progressing slowly but they are making headway.


Adam made a motion to approve the vouchers; seconded by Paul D. All voted in favor.


Rick received a quote from Sunrise Engineering (SE) on the Eagle Valley Fire building. SE will charge approximately $12,000 to assist with bid docs, preliminary/preconstruction work, etc. Kevin disclosed that the
engineer that signed the documents is his son; he recused himself from all conversation and the vote. Paul M. made a motion to accept the bid; seconded by Adam. Kevin abstained. Motion carried.


Ed called for public comment. Rick advised that we have the county’s open burn permit/authorization. The county can now grant permission to individuals to burn. Rick asked if the Board desires a written permit that can be issued to people or is verbal enough. Ed responded that verbal should be good enough, but Paul D. felt that written permits should be required. Rick will work on this. Work continues to clear up the boundary lines on the Eagle Valley Fire building.


There being no further business for the Board to attend, Ed adjourned the meeting at 12:06 p.m.
