Ed called the meeting to order at 10:24 a.m.

There is a quorum and the agenda was posted on 2-25-14 to comply with the open meeting law.


Ed called for public comment. None offered.


Adam made a motion to approve the minutes; seconded by Kevin. All voted in favor.


Rick advised that he had a meeting with a person from the Nevada cooperative extension agency through UNR. Commissioner Donohue also attended as did a state BLM representative from Las Vegas. They discussed the Wildfire Awareness Week which is now Wildfire Awareness Month. They are traveling around the state and want to come to Lincoln County on May 22 to bring public information. They hope to make an afternoon or evening program out of it. Rick will be in discussion with them to get it put together. He advised the board that he attended the MERT training program over the weekend regarding response to radioactive material transportation incidents. They are trying to get a program set up in our area to train our emergency responders. One thing that was brought up was that responders gear may become useless if exposed to radioactive material so a resolution was passed that would allow District Attorney’s to go after the companies to recoup the cost of anything needing to be disposed of. Rick said he was told that this resolution gives the county a stronger opportunity to recover cost for materials lost in the event of an incident. Ed likes the idea of having a similar resolution for our county. Rick said he would get with Mr. Hooge to create one and then get on the agenda for an upcoming commission meeting to bring it before the board.


Adam made a motion to approve the vouchers; seconded by Paul D. Kevin discloses that his son is a principle engineer at Sunrise Engineering and recuses himself from the vote. All voted in favor.


Rick advised that each year they are requested to renew this annual agreement with the BLM. The cooperative agreement is good for five years and the annual operating agreement is good for one year. Rick stated that everything is basically the same as what has been done in the past. Adam makes a motion to approve the agreement, seconded by Paul D. All voted in favor.


Rick requested that the board consider hiring a stand by driver that would go through the course of training to become a part-time driver/operator. This would mainly be for BLM fires. Adam suggested this be classified as on-call rather than part-time. Paul M. moved to authorize Lincoln County Fire District to acquire on-call driver/operators, seconded by Kevin. All voted in favor.


Rick advised that he previously requested that he be able to reimburse fuel costs for workers working at the fire stations at Mt. Wilson and Eagle Valley, for the fuel used on trips back and forth. It was suggested that he would need to do a travel voucher but he needs to know what the county rate is as he assumed they adopted the state’s rate. Paul D. states that the county is $.42 while the states rate is about $.50. Rick submitted a bill for $75.00, but he but as of today more is owed. Paul D. advised Rick that the policy is to either submit receipts or to state how many times a trip was made to a specific destination and how many miles that trip is one way. Paul M. feels that figuring exact mileage is the best way to go. Rick stated that there was a receipt submitted with the $75.00 bill. Leslie advises that the $75.00 receipt that was submitted did not have dates, there for it was impossible to know how many trips where taken. Rick will resubmit the bill.

There being no further business for the Board to attend, Ed adjourned the meeting at 10:48 a.m.
