#1-CALL TO ORDER/ROLL CALL
The Board met in regular session with Chairman Paul Mathews calling the meeting to order at 10:13. Clerk Lisa Lloyd called the roll with Trustees Tommy Rowe, Ronda Hornbeck, Paul Mathews, Ed Higbee and Bill Lloyd being present. There is a quorum and the agenda was posted on 1-12-10 to comply with the open meeting law. Harry Birkmier is present as is Kerry Lee.
Tommy made a motion to approve the December 21, 2009 minutes; seconded by Ed. All voted in favor.
Harry reported that he spoke with the District Attorney concerning the audit for the upcoming year. DA’s office is working on the resolution that will exempt PFD from the audit. Paul commented the Board received a price quote from Dan McArthur for the audit. Last year’s cost about $6,000 when it should be about $2,700. Kerry commented PFD can apply for an exemption as their budget is very small. One of the new engines has been received. The other truck will be here sometime around the end of the month. Harry applied for the Safer Grant. Retesting for Firefighter 1 will take place in February; this will be countywide. PFD has already had seven runs this year.
Ronda made a motion to approve the vouchers; seconded by Ed. All voted in favor.
#5-FY 2008-2009 AUDIT BY DAN MCARTHUR
Tommy made a motion to approve the audit as presented by Dan McArthur; seconded by Ronda. All voted in favor.
#6-BURN PERMITTING PROCESS
The District Attorney has advised that no resolution is needed for burn permitting. Harry presented the application to the Board for review. If someone wants to burn anything other than a field, they must apply to PFD. Harry advised even if people want to have a BBQ they have to apply; this is the way the county burn ordinance reads. Kerry commented this needs to be changed to allow some leeway. Cory commented there is verbiage in the fire code that gives delineations for how far you need to be from the house to have a BBQ. Certain dates have been specified for burning, and this permit is for any time, not just those prescribed days. There is no requirement for permit if people burn on the prescribed days. Ronda asked that the requirement for permitting be published. Kerry hopes to get the PFD information on the county website. Ronda made a motion to approve the permit form as submitted by PFD for controlled burns within the Panaca district; seconded by Bill. All voted in favor.
Paul called for public comment. There is none.
There being no further business for the Board to attend to, Ronda made a motion to adjourn at 10:24 a.m.; seconded by Ed. All voted in favor.
