#1-CALL TO ORDER/ROLL CALL/INVOCATION/PLEDGE OF ALLEGIANCE
Chairwoman Ronda Hornbeck called the meeting to order at 10:59. Clerk Lisa Lloyd called the roll.

There is a quorum present and the agenda was posted on 5-11-10 to comply with the open meeting law.

#2-BUDGET FY 2010-2011

Dan McArthur reviewed the budget. There is an additional $150,000 that will be coming in within the next six weeks from Union Pacific Railroad. Services/Supplies is increased to $250,000. Ken Dixon advised that the GID is not the Section 10 funds, including the $150,000. This money from UPRR goes into the Section 10 fund. The only funding that goes into the GID are property taxes. Ronda asked if an administrator is going to be funded where the money will come from. Ronda doesn’t believe an administrator can be funded by Section 10 money. There is continued confusion about the role of the GID and administration of the HCP. Ken would like to see the GID become the operating arm for the HCP; right now it is not. The Commissioners are the governing body for the HCP. It’s within the Commissioners’ power to make the GID the governing body. $99,000 is anticipated revenue from Caliente for disturbance on the Meadow Valley Wash, but these fees go into the Section 10 fund. The GID is simply a collection mechanism. There is confusion, and speculation, as to how the Section 10 funds can be used. Dan said this budget will be changed to show only the $4,701 and a payment should be shown to Section 10. This fund is being zeroed out and the money is being passed through to the Section 10. There is some discussion about leaving the money in this budget until such time as it’s needed. Phyllis Robistow commented that she believes Fund 111 is the Section 10 money and another fund was supposed to be set up for the GID. There is much confusion about the mechanics of the Section 10 fund and the GID. After discussing these two entities, Dan states that the budget as originally prepared is correct and no changes are to be made to it today. Inside the GID there would be two funds: property tax collection fund and the Section 10 fund (this will have to be created by the Commissioners through a resolution). Dan said the budget can be fixed through augmentation. Paul made a motion to approve the FY 2010-2011 budget as presented; seconded by Ed. All voted in favor.

There being no further business for the Board to attend to, Ronda adjourned the meeting at 11:12.
