#1-CALL TO ORDER/ROLL CALL

Chairwoman Ronda Hornbeck called the meeting to order at 11:06. Clerk Lisa Lloyd called the roll.

There is a quorum present and the agenda was posted on 7-13-10 to comply with the open meeting law.

#2-MINUTES

Lisa advised that there is a typo on the agenda. The minutes are for June 21, 2010. Paul made a motion to approve the June 21, 2010 minutes; seconded by Ed. All voted in favor.

#3-ORDINANCE FOR COLLECTION PROCEDURES

Dr. Mike Baughman reviewed the ordinance. Mike believes the appropriate place for consideration of this ordinance is on the County Commission agenda as opposed to the GID. Paul made a motion to table the ordinance; seconded by Ed. All voted in favor.

#4-INTERIM PLAN FACILITATOR CONTRACT

There is some question as to whether this should be considered under the County or GID agenda. The Board will have to establish a policy as to what the GID should handle and what the Commissioners should handle. Greg suggested this GID be treated like all of the other GIDs as far as administration. Greg advised this needs to be considered by the Commissioners. Ronda advised no action will be taken on this item.

#5- PUBLIC COMMENT

Ronda called for public comment. Vaughn discussed the HCP and related take. $12,000 to build a home in Willow Flycatcher habitat boundaries is like highway robbery. At this time only the Alamo Industrial Park is desert tortoise habitat. Alamo proper isn’t part of the HCP. The Board members reviewed the plan and its workings. Vaughn commented that this will apply to Alamo one of these days. Paul advised the County is doing its best to comply with Federal requirements so that people can build in these areas. Vaughn thinks this is extortion.

#6-ADJOURN

There being no further business for the Board to attend to, Ronda adjourned the meeting at 11:25.
